
About the Committee

The Social, Humanitarian, and Cultural Committee (SOCHUM) is the Third Committee of the United Nations General Assembly and is responsible for addressing issues related to human rights, humanitarian affairs, and social development around the world. SOCHUM serves as a platform for member states to collaboratively discuss and propose solutions to pressing international challenges such as the protection of fundamental freedoms, the rights of indigenous peoples and minorities, the elimination of racism and discrimination, and the promotion of cultural cooperation. The committee plays a vital role in upholding the principles of the Universal Declaration of Human Rights and advancing global efforts toward dignity, equality, and justice for all.

The agenda item addresses the growing concern over human rights abuses committed by private military and security companies (PMSCs) in conflict zones and fragile states. With a focus on accountability and oversight, the discussion aims to examine the legal and ethical challenges posed by the outsourcing of military and security functions to private actors. The committee will assess reported violations of international humanitarian and human rights law, including instances of excessive use of force, unlawful detention, and exploitation of vulnerable populations. It will also explore the gaps in current international legal frameworks and the lack of effective enforcement mechanisms. The committee’s goal is to develop robust strategies to enhance transparency, establish clear standards of conduct, and ensure accountability for PMSCs through stronger international cooperation and regulatory frameworks.
